According to the Ministry of Education of China, all international students must purchase medical insurance before they register. Currently, Central South University purchases medical insurance for all students.  Comprehensive insurance fees for international students studying in China are charged in accordance with the national policy, and the duration of insurance is from August 25 of the year of purchase to August 25 of the following year.

I. Reimbursement Regulations

1. Reimbursement Regulations of Outpatient Expense

The minimum sum of expenses for reimbursement is 650 yuan, and 85% of the extra amount over 650 can be refunded. Note that the highest amount that can be reimbursed per day is 600 yuan, and the medical records must match the date on the receipts.

An example: Steve went to the local public hospital during the insured period and spent 900 yuan on February 1, 400 yuan on May 3, and 700 yuan on July 15. And his reimbursement is calculated as follows:

{(600+400+600)- 650 } * 85% = 807.50 yuan

2. Reimbursement Regulations of Hospitalization Expenses

Only hospitalization expenses covered by medical insurance can be reimbursed. The amount is spent at the student’s own expense and foreign wards cannot get reimbursement. If you want more information, please call the insurance company at 4008833663 press 2.

Students are encouraged to handle the hospital procedures on their own, and then make arrangements for the bed, ask for the bank account of the hospital, and the contacts of the doctor and the nurse station. Remember to call the insurance company (Beijing Universal Medical Agency) at 010-59104919, press 2, then press1, and press8, within 24 hours of admission into the hospital and ask for help before accepting treatment. 3. The following conditions are not covered by insurance, and related expenses should be paid by the students themselves.

a. Injuries and disorders resulting from fighting and brawling, suicide attempt, deliberate self-harm, alcohol abuse, traffic offenses, drug abuse, etc.

b. Fees from registration, transportation, consultation, and usage of disposable items (such as injectors), etc.

c. All congenital diseases, orthopedic surgery, beauty treatments, dental cleaning, dental inlay, getting new glasses, all kinds of health care treatment, pre-school diseases, etc.

d. Cost of pregnancy, abortion, or delivery;

e. Drunk driving, driving without a driving license, and driving vehicles without a valid vehicle license;

f. Medical expenses incurred outside mainland of China;

g. Other non-settlement of claims agreed in the insurance contract.

Ⅱ. Reimbursement procedure

Students file the claims through both online self-service and offline services. The passports, medical records, original and photocopies of invoices, hospital diagnosis certificates, hospital admission, discharge records and so on should be kept. Students can contact the insurance company at 4008833663 press 2 for any questions or more information.

Ⅲ. Time of reimbursement

In accordance with the requirements of the insurance company, the time of inpatient and outpatient invoice reimbursement settlement is from August 25 to August 25 of the following year.

Ⅳ. Where to see a doctor?

1. Public hospital

International students should go to public hospitals for medical treatment while at school, and the cost of medical treatment in private hospitals will not be able to be claimed by insurance. The public hospitals in Changsha include:

Note: International students are required to bring their own passports to hospitals. International students will not be reimbursed if they are treated in branches of public hospitals, foreign guest wards, VIP wards, charter rooms, single rooms, wards for patients with special needs and wards for high-ranking government officials, or other similar wards or rooms.

2. Staff Hospital of Central South University

Due to the fact that patients in public hospitals are overcrowded, it is suggested that international students firstly go to the Staff Hospital of Central South University, and then transfer to the above public hospitals if necessary.

About the insurance reimbursement request:

To enjoy dental expenses reimbursement, you have to go to the public hospitals, make sure the diagnosis and treatment details are consistent with the total amount of the invoice, and provide complete medical records. In addition, whether the cost of dental care can be reimbursed or not is depending on the treatment program and the materials used.

General non-reimbursement items:

1. Denture: ordinary dentures, such as there are tooth No.1, 2and 3, among which the second tooth is pulled out for some reason. Make dental caps (3 porcelain crowns) for the three teeth, put them on 1st and 3rd respectively, and then the second tooth is fixed too. But the premise is that teeth No. 1 and 3 must be worn off a thick layer for the crown. The advantage of this method is that it is cheaper than a dental implant, and the disadvantage is that the two good teeth No.1 and 3 are damaged.

2. Dental implant: As mentioned above, among teeth No.1, 2, and 3, the second tooth is pulled out for some reason. A dental implant is to implant a nail into the alveolar bone on the location of tooth No.2, and then an independent porcelain crown is implanted on the head of the nail. The advantage of this method is that it has nothing to do with the adjacent teeth, but it is relatively expensive.

3. Denture restoration: including the post crown, dental crown, complete denture, partial denture, etc.

4. Orthodontics: Orthodontic treatment is needed due to irregular teeth.

5. Repair: The use of imported high-end materials cannot be reimbursed generally, but the use of ordinary materials can be reimbursed.

6. Stained tooth treatment and other esthetic dentistry items.

7. Simple teeth wash, or when the teeth wash is required for the treatment, the costs involved in esthetic dentistry.

Reimbursement items:

1. Tooth extraction;

2. Tooth filling: including ordinary materials and treatment fees.

3. Oral hemostasis, periodontal disease, pulpitis, periapical periodontitis, root canal therapy, toothache, and other disease treatment costs

General reimbursement ratio and form (general departments of public hospitals):

Outpatient for disease: There is a daily limit of 600 yuan (the cost within the daily limit after deduction of the expenses paid by oneself); there is a minimum charge, and the payout ratio is 85%. That is (the total amount within the daily limit-minimum charge) * 85% = Reimbursement amount.
